Methodological foundations to establish permafrost monitoring system

Abstract

Analysis of the current state of permafrost monitoring shows that its architecture and methodology do not correspond to the risks of developing the Russian Arctic. The situation requires the creation of an updated monitoring system. Its goal should be to provide information to state authorities, local governments, business entities and citizens with factual and cartographic information on the current and projected state of the permafrost of Russia. Obviously, the permafrost monitoring system requires an interdepartmental approach, methodological support and organization of analysis and exchange of data at the federal level. Such a monitoring system can reduce and, in most cases, eliminate risks during the development of the cryolithozone of the Russian Arctic.
